
Maroof is a dual-qualified lawyer in England & Wales, as well as in Pakistan. He advises clients across the full lifecycle of energy projects, providing strategic, transactional, and regulatory guidance tailored to both emerging and established technologies. His experience spans nuclear energy,hydrogen development, and offshore wind, sectors at the forefront of the global energy transition.
Maroof graduated with a Distinction in Master of Laws in International Energy Law and Policy from the Centre for Energy, Petroleum and Mineral Law and Policy at the University of Dundee. He focused on International Law of Natural Resources, Project Finance, EU Competition Law and clean energy transition in Europe. Maroof's dissertation in 2021 focused on the legal and policy development of nuclear power under European Union law.
His focus on international nuclear regulation and transactions is underscored by his work in the UK, where he has provided invaluable guidance on the law and regulation of Plutonium stockpiles for re-use as fuel, the use of Americium for batteries, exporting nuclear waste, and the review of the legislative framework in the context of advanced nuclear. His expertise also extends to the UK taxonomy regime for nuclear as a clean power source, as well as nuclear power and additionality criteria for synthetic fuels produced from nuclear energy.
He has supported Simon in reviewing the International and EU nuclear legal frameworks, as well as conducting a comparative analysis of modern nuclear legislation and regulation in other jurisdictions to identify changes required in Estonian legislation. In 2024, he was selected to attend and participate in the International School of Nuclear Law at the University of Montpellier, France.
